Stress Mitigating

Can people be genetically inclined to higher resting heart rates?
Since childhood, I have had a higher than normal RHR, sometimes 30 to 40 beats per minute higher. I do everything right: exercise, mitigate stress, sleep 8 hours, good diet..., but my doctor said I was unhealthy because my RHR was 96 at my annual checkup. I don't know what I can possibly do to "fix" this. Is it possible mine is just higher because of genetics?
probably not try checking it right when you wake up. you might just need some cardio workouts
